When destination is full, offer to delete older backups

Bug Description

When there isn't enough room for a further backup set (incremental or full), Deja Dup should offer the user a chance to delete older backup sets.

Maybe the user can say 'just do it in the future' rather than always asking, but I suspect we should ask the first time (since it's a different constraint than the current constraint of 'delete old backups past a certain age'.

Or maybe we could add another preference for 'max size of backup sets before we start deleting them'. Not sure I like that idea.

It doesn't seem to be fixed up (18.2.1)... a few hours ago my incremental backup failed (AGAİN !) because there was not enough space left.
I'm using deja-dup since one year, and every few weeks I struggle with the same problem. Shouldn't the older backup be clean up after a time ? Does the notice 'Old backup will be kept for at least a week or until the backup location is low on space' is real ??? I can assure you that the 'low space' bit NEVER worked for me.

(Side note : My solution is the heavy handed on : just deleting my backup folder and start a new one. I could cope with it until today when I accidentally unplugged my USB drive during the backup, which wreak up my hdd. It would very nice if this space problem could be fixed up... I find it strange that deja-dup has quite a few problems about the space thing, for a backup software that's a bit worrying...)
