Don't network-backup if no network

Bug Description
If NetworkManager indicates there isn't a network (or an expensive network -- 3g?), we shouldn't backup. Of course, only if the user is using a remote backend like S3.

Part of this is done in trunk for version 11.0 -- we will wait until a connection is available before automatically backing up. This was done by Andrew Fister. Thanks, Andrew!
The 3G aspect is still not done, so I'll leave this bug open.
