I'm also getting this error when Backups launches on Ubuntu 16.04. The problem is that duplicity is not installed by default.

    sudo apt install duplicity
    sudo apt install python-gi

Fixes the problem.

Just ran into this problem. If I understand correctly, it's not duplicity and python-gi we're supposed to install, but one of the Déjà Dup backends, which in turn depend on duplicity and python-<whatever-is-needed>:

deja-dup-backend-gvfs to backup to FTP, SSH, WebDAV, and Windows Shares
deja-dup-backend-cloudfiles to backup to Rackspace Cloudfiles
deja-dup-backend-s3 to backup to Amazon S3
