Are there any updates on this feature? Duplicity already supports swift

How was this fix implemented? I do not see the ability to add an Openstack Swift endpoint (hubiC) in deja-dup 36.2. Duplicity can just use the "swift://" or "cf+hubic://" schemas. All of the deja-dup-backend-* packages have disappeared in Artful with no explanation.

Openstack is still supported. But in the latest stable series (36.x), some cloud backends (like Openstack) have been deprecated. You can read why and how to re-enable them in the UI here:
https://wiki.gnome.org/Apps/DejaDup/Clouds

The deja-dup-backends-* packages are no longer needed, now that deja-dup is smarter about installing needed dependencies on the fly.
