hardware decoding not working although does for mpv

Bug Description

I have a tigerlake laptop. VAAPI is set up correctly. Playing a test test H264 file in mpv or in firefox shows hardware decoding is working (using sudo intel_gpu_top).
I know how to set up VAAPI. I have the non free intel driver FFMPEG etc, and in case I can prove that is is working

This is ubuntu 23.04 in the wayland session. Kubuntu wayland has the same problem The xorg session has the same problem.

In Preferences -> Input / Codecs -> Hardware Accelerated Decoding, it shows only three settings
Automatic
VDPAU
Disable

Should I expect to see VAAPI as an option?

I tried different options in Video -> Output but they resulted in either a unwatchable video, or a watchable video but no hardware decoding.

VAAPI is disabled due to incompatibilities of vlc 3.x with ffmpeg 5.x.
