Bug Description
Hi,
we ran into the issue that sometimes on /etc/init.
the service would stop but not start. It appears that the issue is that
the stop takes a bit of time to really stop and start-stop-daemon does
not start as the currently stopping instance is still running.
The attached patch should fix the issues.
