Bug Description

I know the package is maintained by the openstack team, however the server is
used in other contexts as well.

The rabbitmq-server binary ends up with a python:any dependency. Please consider
using Python3.

In a related topic, Artful, Bionic and Cosmic have version 3.6.10, which has reached end-of-life on May 1st, 2018:

Debian also hasn't moved to 3.7.x yet.

Disco now has version 3.7.8-4ubuntu1 and it depends on Python3
