Bug Description
This is due to qemu-kvm not existing on all architectures, but actually more so as the upstream project behind qemu-web-desktop is somewhat x86-only.

* Remove dependency on qemu, but suggest qemu-system for users that need
full flexibility (closes: #989638, #992950).
