`sudo apt-get install python-pip` displays:

but there's no such package in 15.04 and I couldn't find it at all at http://
There is a python-dev package.
The error I get is
% sudo apt-get install python-dev-all

I was able to confirm this issue so I've created a small patch for it and forwarded to Debian.
