Python3 version of python-clang

As of the 5.0 release, upstream supports Python3 bindings for libclang:

Please can that be supported as a python3-clang package for bionic? I don't know if a backport to artful would be considered, but I would find that useful for the effort to produce Python bindings for KDE.

I'm not exactly sure of the effect of attaching a bug watch, but I note that defect is over 3 years old, and has had no update or response. If the idea is to wait for an implementation in Debian, then some kind of update to the effect that this is now a soluble issue might be warranted? I'm happy to do that if needed...

Sorry, I don't have a patch, I was offering to update the upstream bug if that was deemed helpful
