[lucid] lazarus-ide memory leak and library exception handling

Bug Description

Binary package hint: lazarus

While working on bug 521818 it turned out that lazarus-ide has a potential memory leak in gtk2wsstdctrls.pp:513 and does not handle library exceptions properly (related to e.g. bug 528872).

I will attach a debdiff to fix those two issues.

On my laptop with Ubuntu 10.04 Lazarus crashes when I open settings window and select "FPDoc editor".
I think it is connected to this bug. Does someone have the same problem?

@Mandriver: where did you get the impression that the current version in Ubuntu is a beta? As far as I know there the version is the stable 0.9.28.
