Bug Description
Any package 'X' build-depending on intltool cannot be
cross-built because apt-get build-dep -a<arch> cannot satisfy X's
build-dependencies until
Multi-Arch: foreign
is added to intltool 's control file, to indicate that intltool from
any available arch will satisfy the dependency.
There are 171 packages which build-depend on intltool in main and
another 545 in universe. None of them will be multiarch cross-buildable
without this fix.

This fix has been tested in a precise chroot
apt-get -s build-dep -aarmel notification-daemon
...
E: Build-Depends dependency for notification-daemon cannot be satisfied because package intltool has no candidate version
sudo apt-get update
sudo apt-get remove intltool (this needed due to bug LP: #948045)
apt-get -s build-dep -aarmel notification-daemon
