hp-plugin cannot detect the network in the chrooted environment

Bug Description

Both /proc and /sys are mounted. I can download files with wget and access web pages with
'links'. But hp-plugin fails:

Please install latest version of HPLIP-3.12.10a from @http://hplipopensource.com/hplip-web/install.html
