Bug Description

tomcat9 no longer ships bin:tomcat9-user[1][2], which is needed by dogtag-pki. dogtag-pki should switch to tomcat10[3].

FTR, upstream doesn't have any support for tomcat10 yet

The viable way forward in the short term would be to vendor the tomcat9-user files that dogtag needs.
