Installer adds confusing lines to /root/.profile when choosing C as locale

Bug Description

I installed systems using ubuntu-13.10-server-amd64.iso as well as ubuntu-12.04.4-server-amd64.iso and chose "C - No localization" as default system language during install. The installer added the following 5 lines to /root/.profile:

# Installed by Debian Installer:
# no localization for root because C
# cannot be properly displayed at the Linux console
LANG=C
LANGUAGE=C

Obviously these lines are superfluous. Choosing e.g. US English (en_US.UTF-8) as the default language doesn't result in these lines being added.

Btw, it would be great if we could choose C.UTF-8 as the default locale during install.

It presents in 16.04 server as well. In this version I can select C.UTF-8 during installation, but selecting it does more harm than benefit: the installer still appends the lines above into /root/.profile, and then you have to figure out why a perfect locale configuration has no effect in an SSH login. Ironically, the locale is correctly set to C.UTF-8 in a console login, if you are not root.
