Add option to toggle notifications

There should be an option somewhere in the Preferences to toggle whether Midori displays notifications or not.

Going to mark this as Opinion. Notification preferences should probably be handled OS-side as in GNOME or elementary OS

I also think that this is an OS setting, please don't add another useless setting, midori's settings are already cluttered.
