lists English as a downloadable language, while there are only en_GB/AU/CA templates as translatable ones.

He really does mean "anyone", by the way -- Launchpad is open source (see http://dev.launchpad.net/), so anyone can help with this bug. (Just in case that wasn't clear.)

sianis, mvo, are you still working on this? If not it would be better to set the status to "Confirmed".
