Bug Description

The order of messages in ddtp templates should be based on popcon and whether or not a package is present in the software center. This way, translators can start working from the beginning of the file and automatically work on the most important templates first. This way external tools such as nightmonkey will no longer be necessary (nigthmonkey has been unusable for over a year due to a bug in lp https://bugs.launchpad.net/launchpad/+bug/869824)

I've implemented this, and I've tried to integrate it with apt-ddtp-tools. However, since I'm not familiar with how to use apt-ddtp-tools, I've not been able to test it very well. If someone more familiar with apt-ddtp-tools could take a look at it, I'd be happy to make any changes needed. I don't know about the implementation of nightmonkey, I'll subscribe the maintainer to this bug so he can give his opinion.
