dc++ does not update ip from dns after it starts

Bug Description

if i start dc++ , having set a url of my dyndns account rather than my ip address in the connectivity settings, and my ip changes after dc++ is running and dyndns has updated the url to point to my new ip address , dc++ will still hold the old ip address and stop being able to establish connections

you could just leave the IP field blank and make sure the "don't allow hubs / etc to override" box is not checked. this will work on all hubs except some old NMDC ones (those that don't support the "UserIp" extension).

leaving the ip field blank just causes dc++ to send the adapter's ip address to the hubs, causing me to be disconnected because it does not match my external ip address
