[Wishlist] Automatic shutdown after all uploads/downloads complete

Bug Description

Could there be an option for shutting down the computer automatically after all ongoing uploads are finished? This option should also include that no additional upload requests would be accepted except if session UL/DL ratio < 1. I often run into the situation that I most likely am the only holder of some rare file someone is downloading and would like to shut down as soon as the upload is complete. It'd be mean to abort since the user would have a lot of trouble finding the file somewhere else. But there's never a chance to abort nicely, since someone will always start a new download. Hence this feature request.

This patch allow the user to quit DC++, restart or shutdown the computer, when downloads or uploads complete.

Note: this patch is not complete (lacks proper IDI_ tag etc), I just wanted to publicize a basic patch that may be expanded.

I am also inclined to say that https://bugs.launchpad.net/dcplusplus/+bug/333599 is the same bug...
