SFV still check when disabled in advanced options

Bug Description
.sfv is still being checked while hashing new files (mp3 with sfv's)
I tuned off the option: advanced>activate automatic sfv check
But sfv checking is still done.
OS: Win XP SP2
DC++ version: 0.706

The SFV checking option is only for downloads; files are always checked when hashing. This is intentional. If the files no longer match, delete the sfv's.
Incidentally, it seems like it's not done for downloads even when enabled at the moment. Segmented downloading required reorganizing the code and the SFV checking hasn't been rewritten to cope with that.
