Duplicate entires in the Settings' treeview in many locales

There are unneeded duplicate main branches in the Settings' treeview in almost all locales including Russian, Portugese, Dutch, Spanish, Italian and probably many others as well. Clicking on a duplicated branch shows an empty settings page. Sometimes child branches appear in wrong order or a child branch appears as main (like in French or Italian locale). Both partially and fully translated locales are in the affected.
Actually found only 3 locales where everything's ok they are Romanian, Hungarian and Finnish. 0.705, XP SP2

fixed by not making the position of pages in the tree-view depend on their titles (and more specifically, on the backslashes positions); it actually makes the code a lot simpler.
