Disable segmented downloading option

Bug Description

It'd be really nice to have the new segmented downloading feature be optional. Segmented downloading actually hurts download performance on university networks. One hub I've seen even ban ApexDC++ and now DC++ > .699 due to the segmenting.

Also the Min segment size in Expert Only options seems to max out at 1.5GB no matter what number you try to use -- the box seems to accept 9999999 which is 9.5GB but still only splits up by 1.5GB. (It also seems possible to overflow the value, eg type in 100000000000 sets the Min segment size to zero).

This could be implemented using minsegsize==0 as disabled value (as it works with other sizes...)...

I've noticed it as well, it also clutters up the download/upload history with so many segments moving at once.

I too, would really like to see a disable option added. As stated above, it is not well suited to university hubs, used by me and many others.
