Bug Description
Double fields can use the default time codec "_time" to encode times. It seems impossible to encode partial seconds, however, even if the "precision" field is used.
If precision is specified, encoding partial seconds should be supported. If this is not desirable for some reason, using the precision tag should arguably cause a warning of some sort.
