Bug Description
Filling the file templates would be easier if dropdown list are set on cells for the reference data.
PHPExcel offers such functionality with Excel2007, see §4.6.27 "Setting data validation on a cell" p26, from "PHPExcel developer documentation.doc".
PHPExcel 1.7.6, can write Excel5 files with drop down.

The class FileTemplate could be modified to impact all files.
