Bug Description

updatetzinfo.py needs to be run manually. This makes installing straight from version control clumsy.

Though connecting to the nih.gov site is not guaranteed to succeed either. If installation depended on it, it could fail quite often (like now, when I'm writing this...).

What is "updatetzinfo.py" and when would I run it? I did not see it in the source for dateutil.

It's the tool to update the internal timezone database. I added it to the README. And it's located right in the project root...
