ImportError except block reimports the same name

Bug Description

I suspect that this try-except block is not doing what was intended:

http://bazaar.launchpad.net/~dateutil/dateutil/trunk/view/head:/dateutil/parser.py#L19

Perhaps it was the result of a bad merge, and the except block was intending to ``from StringIO import StringIO``?
