Embed dialog within the Dash

Bug Description

I suggest a more subtle and unobtrusive way to inform the user about online results and how they can be disabled.

Instead of confronting the user with a dialog and forcing him to make a choice before doing anything else, it would be better to embed the dialog within the Dash itself. This means when the user clicks on the Dash home for the first time he is informed about what online results mean and can disable them directly there if he wants to.
This also takes away the need for a user to make a choice. This way if he wants he can completely ignore the text, just type away and will get online results by default.

I think an implementation of this improves usability and makes the dash privacy interface more likely to be implemented in the default Ubuntu release.
