implement rate limiting of retry attempts for failures to retrace

Currently, daisy asks for core files from systems that have a SAS that maps to a failure to retrace. While we only ask for one core file at a time, because the retracing table is checked for the address signature, it'd still be good to some how limit the number of times we try retracing a failure. Martin suggested limiting it to one per day or so.
