Bug Description
oops-repository doesn't currently accept configuration parameters for a statsd host and port. We should either build txstatsd support into oops-repository or accept optional paramters for a txstatsd object.
Some targets:
- Eventual consistency in bucket() around generating the day_key.
- Counter retries in update_
