Bug Description
When upgrading to a new version, the rules files will typically be replaced, and need to be uploaded into the database using cyloadrules. This is not done automatically if the packaged versions of the software are used, and if it is done when the database contains new rules added by a builder or game designer, those new rules will be overwritten. New features need to be added to the code to allow the new rules to be checked against the existing database copy, entirely new rules installed, and conflicts between the new rules and those in the database reported, and corrected if possible.
