Unable to install trusty images via maas with error "no availble python? [PY3OR2_DEBUG=1 for more info]"

Bug Description

Attempts to deploy trusty from a new maas deployment running 3.5.1 are failing. The logs contain:

Cloud-init v. 0.7.5 running 'modules:final' at Fri, 18 Oct 2024 21:03:01 +0000. Up 39.84 seconds.
no availble python? [PY3OR2_DEBUG=1 for more info]
2024-10-18 21:03:01,940 - util.py[WARNING]: Failed running /var/lib/cloud/instance/scripts/part-001 [1]
2024-10-18 21:03:01,947 - cc_scripts_user.py[WARNING]: Failed to run module scripts-user (scripts in /var/lib/cloud/instance/scripts)
2024-10-18 21:03:01,947 - util.py[WARNING]: Running scripts-user (<module 'cloudinit.config.cc_scripts_user' from '/usr/lib/python2.7/dist-packages/cloudinit/config/cc_scripts_user.pyc'>) failed

Based on the spelling, "no availble python?", this appears to be coming from curtain [1] and I have not debugged it further.

The mass images themselves are coming from the candidate stream: http://images.maas.io/ephemeral-v3/candidate/, the latest trusty image appears to be from 2019. This was an amd64 deployment.
