Call grub2 to update BLS entries on RH-based distros

Bug Description

RHEL, CentOS, Rocky, Oracle Linux and possibly other RH derivative distros have adopted the BLS specification [1] in recent releases. Curtin must do a different procedure when configuring the bootloader in such systems.

1. check if the system has BLS enabled:

  look for `GRUB_ENABLE_BLSCFG=true` in /etc/default/grub

2. if BLS is enabled, add `--update-bls-cmdline` flag to the grub2-mkconfig command line in `curtin/commands/install_grub.py`
