Bug Description
I started to look at getting yakkety tests into curtin vmtest and hit an issue on my first run.
That issue was that after installing a kernel (linux-generic) into the target, there was no 'grub-pc' installed. On xenial, installation of linux-generic on amd64 gets you a grub-pc installed.
