curtin doesn't stop extracting when disk is out of space

Bug Description

I just tried to deploy wily through MAAS onto a virtual machine with a 1GB root partition. wily requires more than 1GB of space but after filling up the 1GB root partition tar continues to try and extract filling up the installation log with thousands of 'No space left on device' errors.

I would of expected that tar stops as soon as it hits the first file which cannot fit on the device causing curtin to fail.

not easy to do without adding support to gnu tar, or doing the extract ourselves.
