Bug Description
CI Train currently uses cowbuilder for creating chroots and then using those chroots to build source packages for uploading to PPAs.
Cowbuilder is somewhat archaic and should be replaced with sbuild, mostly so that the tool we're using to build source packages is the same tool that launchpad uses for building packages, which will eliminate differences between our build environment and theirs.
Also cowbuilder is unmaintained, as far as I know.
