Bug Description
Currently the landers (as well as landing team, AFAICT) need to monitor the spreadsheet / jenkins jobs / launchpad to know when a certain step was completed.
It would be nice if this was event-driven instead, e.g. IRC pings or maybe (opt-in) emails.

This is now solved thanks to the CI Train boot!
It puts information on an opt-in freenode IRC channel and you can inspect status manually with some public or private messages on existing lines/silos/locks.
