Bug Description

Initially Rally tests where in /cue/tests/rally-scenarios, this was then changed to /cue/rally-jobs/

The Vagrant and Devstack scripts which setup rally and configure Cue scenario tests in appropriate location where not updated. This caused the failure to boot a Cue Vagrant VM.
