Graceful support for multiple clients closing channels

Bug Description

I've been playing with using empathy as an IRC client. It does a particularly bad job of closing windows however. (Closing a window with active chat channels /part's all the channels). It would be nice to be able to make ctrlproxy ignore /part's from clients under such situations.

These irc clients are just not used to the idea that we can still be in the channels after the connection closes. If I recall correctly, empathy even closed the channels if i disabled the account, if I had one of them open.

What about keeping a usage count? Track how many clients think they're in each channel, and only part if all the clients agree it's gone?
