Essentially, we're wanting to remove this magic and move more towards a bootstrap user setting up the projects separately as the first step before a region, cell, etc. is added.

Acceptance Criteria:
* Function "find_or_create_project" is removed from validations.py along with references to it.
* Any bootstrapping for testing or existing deployment is shored up to maintain status quo.
