Bug Description
Variables should support secrets.
Need to support a cryptographically sound encryption scheme that can be unlocked by a corresponding master key; by default this can be from Barbican.
Ansible Vault, Fernet, or similar scheme might work; most likely, this should be pluggable. Additional metadata on the variable needs to be supported for this.
