Bug Description

We want to get rid of the ICU code in cordova-ubuntu and move to Qt5.2 code once it has landed. This would involve QDateTime and QLocale bits.

13.10 will not get qt 5.2 => fix should wait 13.10's EoL

./build/src/plugins/org.apache.cordova.globalization/globalization.cpp still seems to contain ICU code.
