multiple downloads not stored if they are dismissed

Bug Description

using build 64 with silo12 of content-hub

- open gallery
- open browser
- download a picture from images.google.com
- choose gallery as destination
- press "dismiss" when prompted after download completes
- repeat the steps to download a second picture
- press "dismiss" again
- now bring gallyer-app to the foreground

Expected results:
- both downloaded photos should be displayed in gallery

Actual results:
- only last photo downloaded is displayed in galler

  * Added objectName to the cancel button in the ContentPeerPicker,
    it'll be useful for autopilot tests.
  * Don't abort downloads that haven't been charged yet when a new
    transfer is created. This will leave multiple transfers from
    downloads which haven't been charged remain in active_transfers
    until they have been charged. (LP: #1326535) Having multiple
    downloaded transfers in active_transfers means when the destination
    starts or resumes, then all the completed downloads will get charged
    which will send multiple signals to the destination. (LP: #1326535)
