Bug Description

Hi,

Writing nrpe checks to disk is gated by the "nagios-nrpe.configured" flag.
This flag is cleared on config-changed and upgrade-charm hooks, but not on nrpe-external-master-relation-changed hooks, leading to e.g. bad hostname in nagios checks.

Please fix.
