Implement backoff mechanism

Bug Description

Content-cache should implement a backoff mechanism. An example of this is if the service is being used to serve an apt mirror. In this particular case, per https://bugs.launchpad.net/ubuntu/+source/apt/+bug/1825001 we should be able to respond with a 503 (immediately) to some users when we reach a threshold. The parameters for this threshold will need some discussion. It could be that it's based on number of active requests, or it could be based on bandwidth usage.
