Bug Description
Word Category Editor should have the following functionality:
* Add word categories
* Delete word categories
* Edit word categories
* Flag/Unflag word categories
These should be implemented and tested that they work properly. Most of this stuff is definitely currently missing. All should be implemented and work for 1.0 release.
