Bug Description

Neutron driver https://github.com/openstack/congress/blob/master/congress/datasources/neutron_driver.py#L174 is deprecated and no longer supported, remove the same from the congress repo.

    Neutron driver
    https://github.com/openstack/congress/blob/master/congress/datasources/neutron_driver.py#L174
    is deprecated and no longer to be used. This commit removes the same from
    the congress repo.

    NeutronV2 driver to be used instead.
