disable long running tempest jobs for doc changes

Bug Description

Currently, even for doc changes all the tempest jobs which would require lot of time to merge.
As for doc changes, tempest jobs are irrelavant, disable the same.

    Disable tempest jobs for doc only changes

    For doc only changes, there is no need to run tempest jobs which
    require more time. This commit disables the tempest jobs if
    doc only changes,
    only unit-test changes
