Bug Description
get Cold upgrade tag: need to add a test. Possibly with Grenade. Takes about 1 week.
Steps:
1. Write devstack upgrade scripts. Example from designate: https:/
2. Add the grenade jobs to project-config. Example from designate: https:/
3. Probably some other tuning of devstack parameters
