Bug Description
Congress mistakenly thinks the policy name refers to datasource service.
$ openstack congress policy rule create classification 'p(x) :- action:bar(x)'

Allow subscription before data service exists
If service does not respond, initialize to empty data.
When the service comes into existence,
the data will flow as normal.
Preserves pre-DSE2 behavior.
